IBH Mission
Over the past four decades, America has made impressive progress in the fight against illegal drugs. Since the peak in 1979, the number of drug users has dropped from a high of 25 million users to the current level of 20 million even as the US population has increased by 37%. Anti-drug efforts make a difference. However, the level of illegal substance abuse remains unacceptably high in this country. It can be reduced much below current levels.
The mission of the Institute for Behavior and Health, (IBH) is to identify and promote effective new strategies to reduce the demand for illegal drugs. Non-partisan and non-political, IBH serves as a catalyst for change by encouraging action by government agencies, non-profits, research institutions and grassroots community groups. Established in 1978, IBH is a 501(c)3 non-profit organization that works to reduce illegal drug use with the power of good ideas supported by effective policies and programs.
Illegal drug use refers to any use of alcohol or other drugs that is against the law. The law is a bright line between acceptable and illegal use. It defines patterns of drug use that are potentially addictive, certainly unhealthy and possibly life-threatening, as well as those that are contrary to public health and safety. This broad definition of illegal drug use fits any use of illegal drugs such as heroin, cocaine and marijuana. It also fits the use of prescribed controlled medicines outside of prescribed treatment, or without prescription. Illegal drug use also includes underage drinking of alcohol and under-age consumption of tobacco. Consumption of alcohol sufficient to have a Blood Alcohol Content (BAC) equal to or greater than 0.08 is illegal for any person 21 years or older.
